The Federal Communications Commission (FCC) requires that the ANSI C63.19-2019 (HAC2019) certification requirement, which was originally scheduled to be enforced on June 5, 2023, be extended for six months (until December 5, 2023) to ensure that mobile phone manufacturers can continue to release the latest models that can achieve hearing aid compatibility.
During this period, manufacturers can choose ANSI C63.19-2011 (HAC2011) or ANSI C63.19-2019 (HAC2019) as the testing basis. Both standards involve acoustic and inductive coupling between wireless phones and hearing aids, but the ANSI C63.19-2019 standard first includes volume control requirements (ANSI/TIA-5050:2018).
Starting from June 5, 2023, mobile phone manufacturers must use the 2019 version of the ANSI standard for HAC certification of new phone models and no longer use the 2011 version of the ANSI standard for certification

At the same time, the Federal Communications Commission, considering the exemption application proposed by ATIS, requested to modify the 2019 ANSI standard to allow mobile phones with reduced volume control test methods to pass HAC certification. The Federal Communications Commission expects that during the six-month transition period, mobile phone manufacturers will keep their promises and add new technologies to their mobile phone models, which will benefit hearing limited consumers. Continuing to obtain HAC certification for new phone models is crucial for the committee's commitment to achieving 100% coverage of wireless phones and hearing aid compatibility.
